Assistant Information Management Officer - Kyiv (Protection Cluster referral system) at Norwegian Refugee Council

Overview

NORCAP is looking for a national expert for a 6-month assignment to support the strengthening of the Protection Cluster referral mechanism in Ukraine. The assignment will focus on improving the functionality, usability and field application of the existing Service Advisor tool, enhancing coordinated service access, and strengthening the capacity of national and local actors to deliver safe and standardized referrals.

The assignment will directly support the implementation of the issue-based priorities of the Ukraine Humanitarian Needs and Response Plan (HNRP), including frontline response, evacuations, response to attacks and airstrikes, and assistance to vulnerable internally displaced persons (IDPs).

This assignment supports NORCAP’s commitment to strengthening coordinated, evidence-based protection responses through effective information management and partner collaboration.

NORCAP is supporting the Protection Cluster in Ukraine, led by the United Nations High Commissioner for Refugees (UNHCR), which plays a central role in coordinating protection and service delivery across humanitarian partners. The response focuses on ensuring safe access to services and strengthening referral pathways for people at heightened protection risk, including internally displaced people across the country.

The Assistant Information Management Officer will strengthen the Protection Cluster referral mechanism in Ukraine by improving the functionality and field application of the Service Advisor tool, enhancing service mapping, and supporting partners to deliver safe, timely referrals. Success in this role means better access to services for people affected by crisis, improved data use, and stronger coordination across partners.

This position is based in Kyiv, Ukraine, with travel to field locations, and is offered as a 6‑month assignment. The Assistant Information Management Officer will report to the Information Management Officer.

Ukrainian citizenship is required for this role.

Responsibilities

As the Assistant Information Management Officer, you will take on the following responsibilities:

• Strengthen and standardise the Protection Cluster referral mechanism, ensuring safe and principled referral pathways
• Improve the Service Advisor tool in collaboration with developers and partners to reflect operational needs
• Support service mapping and coordination to ensure consistent and accurate information across regions
• Conduct field missions to support partners, identify challenges, and improve referral practices
• Develop guidance materials and standard operating procedures for referral systems
• Deliver training and capacity-building to partners on referral tools and service mapping
• Support analysis, dashboards, and reporting to improve use of referral and service access data
• Contribute to humanitarian planning processes with information management inputs on service access and coverage

Requirements

To excel in this role, candidates should possess the following qualifications and skills:

• Minimum 3 years of experience in information management, protection coordination, or humanitarian operations
• Strong experience with data analysis, information management tools, and data visualisation
• Experience working with humanitarian partners, including local organisations and civil society
• Proven ability to deliver training and support capacity building
• A university degree in information management, data management, humanitarian affairs, or a related field
• Experience with tools such as Power BI and ArcGIS is an advantage.

• Fluency in English and Ukrainian; knowledge of Russian is an advantage.
