Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Tunisia is currently focusing on three areas – Governance and Women’s Political Participation, Women’s Economic Empowerment and Women's Peace and Security, and working with various stakeholders from Government, CSO and Parliament to ensure gender is mainstreamed in public policies and strategies, legislative reforms and in political and economic participation processes. Since the 2011 revolution, UN Women Tunisia has supported the integration of equality provisions in the 2014 constitution and parity conditions in electoral laws. These efforts were consolidated during this post-revolution process by the revision of different discriminatory laws, the establishment of high-level gender issues mechanisms such as the “Conseil des Pairs”, the adoption of the National Action Plan on 1325 and the integration of full parity into local elections law. Specifically, the office has supported research on the role of women in the prevention of violent extremism, the socio-economics factor and women’s engagement in violent extremism, and the link between public violence against women and violent extremism, all of which aim to inform decision-making on the issue of violent extremism as well as UNCT programming on this topic.

UN Women Libya has strengthened its programme presence in Libya, responding to the complex governance, humanitarian, development and security challenges through its triple mandate. UN Women’s Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities and interests of the Libyan women across their diversities, this includes supporting women’s participation in peace processes at all levels. In addition, the programme is working to strengthen women’s political participation, ensure gender-responsive economic recovery, coordinate gender mainstreaming within the UNCT in Libya, integrate women’s needs into the current humanitarian response, and ensure their full participation in humanitarian consultations and processes.

Under the direct supervision of the Country Representative, the Communications Analyst will be responsible for assisting in the planning and implementation of both Tunisia and Libya Offices communications and advocacy strategies to increase the standing and awareness of UN Women with partners, the media and the public. He/she will support UN Women Tunisia and Libya in national and regional outreach and positioning initiatives, including by developing and implementing a comprehensive communications strategy for UN Women Tunisia and Libya Cluster Office, aligned with the organization's global regional and national priorities; coordinating the organization and implementation of online campaigns and advocacy events and providing substantive inputs to strategic partnerships and advocacy strategies; establishing and maintaining relationships with media outlets, journalists, and communication partners to ensure the effective dissemination of information and promotion of gender equality initiatives, and creating compelling and engaging content for various communication channels, including press releases, articles, social media posts, newsletters, and other materials. The Communications Analyst works in close collaboration with the programme and operations team, UN Women regional and HQ staff, government officials, media, multi and bilateral donors and civil society.

Scope of Work:

Plan and design communication and outreach/advocacy strategies and plans

  • Prepare and conduct communication needs assessments for the Cluster Office, including projects, programmes and corporate change initiatives;
  • Analyse requirements and synthesise proposals for elaboration of communication strategies; ensure gender perspective;
  • Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives;
  • Monitor and analyse print and social media and draft reports;
  • Coordinate in-country UN Women/ UN system corporate and local campaigns and special events;
  • Provide guidance on communications and advocacy efforts for the Cluster Office.

Coordinate and implement the development and dissemination of advocacy materials in the country/region

  • Collaborate with program teams to support their advocacy efforts, providing communications expertise and producing materials to amplify key messages;
  • Develop and produce communication instruments and materials, including briefing materials, press releases, Newsletters and drafts of articles, and manage its dissemination;
  • Identify and propose information opportunities, activities, approaches and platforms and partners;
  • Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
  • Manage the translation/adaption/rewriting of information received, printing and dissemination of publications and audio-visual materials;
  • Follow guidelines from HQ and RO.

Coordinate media relations for the Tunisia and Libya Cluster

  • Manage relationships with press in countries; maintain and update database of relevant press;
  • Respond to a variety of inquiries and information requests; prepare related correspondence;
  • Organize roundtable discussions, press conferences, and briefing sessions for press, as required;
  • Draft talking points.

Build and maintain partnerships and maintain relations with donors

  • Identify and develop new communication partnerships and alliances to enhance visibility;
  • Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors;
  • Provide inputs to packages for programme initiatives for donor review.
  • Build and maintain a database for UN Women partners, journalists,.etc.

Maintain the Tunisia and Libya Cluster web/ online presence

  • Manage websites’ content and maintenance based on corporate requirements;
  • Manage social media accounts in line with corporate social media policy ensuring regular updates with relevant content and tracking key performance indicators;
  • Upload information to knowledge management system on a regular basis, including news, updates, and resources.

Facilitate knowledge building and sharing

  • Identify and synthesize best practices and lessons learned directly linked to programme country goals and activities;
  • Provide training and workshops on communication and advocacy, as appropriate.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Minimum Qualifications

Education and Certification:

  • Master’s degree (or equivalent) in communications, public relations, journalism or relevant field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 2 years of professional work experience at national or international level in public relations, communications or advocacy is required.
  • Experience in media relations is desirable.
  • Experience in the use of social media is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable

Languages:

  • Fluency in French and English is required.
  • Knowledge of another official UN language is desirable.
