Job Description:
The National Director (ND) holds primary responsibility for leading and directing World Vision Chad’s national office, spanning strategy formulation through implementation, and ensuring overall performance and accountability across sponsorship, PNS, and humanitarian response programs. These responsibilities are carried out in alignment with the Government of Chad’s priorities and World Vision’s Our Promise (Phase III).
The ND is accountable for building and sustaining a high-performing, cohesive leadership team, while ensuring effective internal coordination and strong external relationships with government, donors, and Support Offices. These efforts are critical to securing adequate and sustainable funding for the national program and ensuring its long-term impact.
In this role, the ND serves both as a national leader and an active contributor to the broader World Vision International Partnership. The ND models the principles of Twin Citizenship, fostering high ministry quality, organizational effectiveness, and unity across the Partnership. As both a local and global representative, the ND contributes meaningfully to partnership life and shared accountability.
The ND ensures that World Vision Chad’s operating models and program delivery remain firmly focused on Child Well-Being outcomes, contextualized to the realities of Chad. This includes maximizing field-level impact while maintaining operational efficiency and demonstrating wise stewardship of entrusted resources.
The ND leads national resource development efforts, overseeing fundraising and the growth of financial resources through strategic engagement with the Government of Chad, private sector actors, individual supporters, churches, and broader national stakeholders. The role also ensures strong collaboration with the WV Chad Advisory Council, as well as other World Vision offices and Partnership entities, to achieve both national and organizational goals.
Additionally, the ND plays a strategic role in positioning World Vision Chad as a learning hub within the Partnership on localization, while advancing the growth of locally restricted funding. This includes ensuring effective management of locally acquired awards in line with donor expectations and strengthening relationships with local donors and partners.
Externally, the ND fosters strong collaboration with key stakeholders—including major donors, project partners, government authorities, faith-based organizations, and NGOs—to enhance impact, influence, and operational effectiveness. The role ensures that all partnerships are managed with a focus on stewardship, efficiency, and value for money.
Finally, the ND demonstrates a high standard of Christian leadership, modeling integrity, humility, and service. Through personal example and active guidance, the ND nurtures staff alignment with World Vision’s Vision, Mission, and Core Values, fostering a culture of faith-informed leadership
MAJOR RESPONSIBILITIES
1. Leadership and Management (20%)
Champion and embed World Vision’s Vision, Mission, Core Values, and Partnership Standards across staff and partners, ensuring these remain the foundation of all strategies, decisions, and operations within WV Chad.
Provide strong leadership to the Senior Leadership Team (SLT), ensuring it is diverse, high-performing, and fully aligned to deliver on the organization’s strategic priorities.
Drive a people-centered leadership approach, ensuring that the organization attracts, develops, and retains the most capable and qualified staff required to effectively implement the National Office strategy and operational plans.
Oversee and approve the succession planning framework, ensuring that leadership pipelines are robust, regularly updated, and actively implemented to sustain organizational continuity and growth.
Promote and actively support leadership development initiatives at both National Office and field levels, strengthening managerial capacity and fostering future leaders across the organization.
Lead WV Chad in a manner that cultivates a high-performance culture, characterized by trust, collaboration, accountability, and integrity in all relationships and ways of working.
Foster a culture of continuous learning, staff engagement, and development, ensuring effective stewardship of human capital and sustained organizational excellence.
Ensure full implementation and compliance with Partnership Performance Management Standards and Principles, while promoting practical and contextually appropriate application of performance management processes.
Champion the consistent and high-quality execution of performance evaluations (mid-year and annual), ensuring accountability, feedback, and continuous improvement across the organization.
Promote and support initiatives that strengthen staff care and well-being, addressing the needs of both national and international staff in challenging operating environments.
Ensure excellence in the stewardship and management of human, financial, capital, and technical resources, maintaining high standards of performance and clear accountability to stakeholders.
Maintain a strong field presence through regular visits to project locations, strengthening relationships, encouraging teams, and ensuring alignment between strategy and implementation.
Ensure that capacity-building initiatives, particularly those required to support local fundraising and resource mobilization, are integrated into the organization’s overall capacity development plans.
2. Strategy, Program Quality and Impact (15%)
Ensure the development and implementation of a clear, coherent National Office strategy, supported by aligned ministry strategies and operational plans with measurable short- and long-term targets.
Ensure that all ministry and functional strategies are fully aligned with Regional Office and World Vision Partnership priorities, including the integration of a robust Humanitarian Response Strategy.
Provide overall leadership and accountability for the effective execution, monitoring, and adaptation of strategies, ensuring they remain responsive to context and deliver intended results.
Drive the delivery of high-quality, evidence-based ministry approaches ensuring best practices are implemented and scaled for maximum impact of sponsorship, PNS and grants programs.
Ensure strong systems and capacity are in place to measure, track, and report on Child Well-Being (CWB) results and outcomes in sponsorship, PNS and Grant programs with a focus on achieving and sustaining high performance.
Champion resource mobilization efforts by positioning WV Chad for successful grant acquisition and diversified funding, leveraging both international and local opportunities.
Ensure the highest standards of program quality, accountability, and compliance, in line with World Vision policies as well as international standards for sponsorship, grants and humanitarian response and disaster management programs.
Oversee rigorous review and quality assurance of area programs, projects and ensure production of quality monthly management reports, audits, and ministry evaluations, ensuring that findings are acted upon to strengthen impact, compliance, and learning.
Establish and maintain a strong national Monitoring, Learning and Evaluation (ML&E) framework, ensuring systems are streamlined, efficient, and focused on driving improved child well-being outcomes.
Ensure clear accountability to all stakeholders, including effective delivery of ministry commitments and transparent reporting.
Ensure the timely, accurate, and relevant flow of management and operational reports, meeting the requirements of donors, the global center, regional office, sponsors and other key stakeholders.
3. Humanitarian Operations, Disaster Management, Mitigation and Preparedness & Security (15%)
Provide overall leadership to ensure that WV Chad maintains strong operational readiness and capacity to respond effectively to natural and human-made emergencies, including complex humanitarian crises.
Ensure the development, regular review, and effective implementation of security and safety policies and protocols, including the Security Management Plan, evacuation procedures, Disaster Preparedness Plan, and risk assessments at national, regional, and programme levels—ensuring full understanding, compliance, and accountability across all staff and visitors.
Oversee and guide humanitarian response operations, ensuring timely, appropriate, and effective responses that meet the needs of affected populations, in close coordination with national, regional, and global response teams.
Strengthen and sustain in-country response capacity, including systems, structures, and staff capability, to deliver high-quality disaster management, preparedness, mitigation, and recovery interventions.
Ensure that WV Chad’s humanitarian responses are delivered in line with World Vision policies, international humanitarian standards, and best practices, with a strong focus on quality, accountability, and impact.
Establish and maintain effective information-sharing and coordination mechanisms with other international organizations, UN agencies, NGOs, and relevant stakeholders to monitor the security environment and, where appropriate, support joint or coordinated responses to emerging risks and crises.
Provide strategic oversight of risk management and emergency preparedness, ensuring that contingency plans are in place, regularly tested, and responsive to evolving operational and security contexts.
Ensure that all humanitarian operations are managed with a strong emphasis on efficiency, stewardship, duty of care, and the safety and well-being of staff and beneficiaries.
4. Communication, Advocacy and Representation (10%)
Serves as the primary representative of World Vision Chad, building and sustaining high-level strategic relationships with national and local government authorities, the WV Chad Advisory Council, major donors, the World Vision Partnership, civil society, faith-based organizations, and the media.
Lead the development and execution of integrated advocacy strategies that align with World Vision Partnership priorities, ensuring effective implementation of Global Advocacy initiatives at the national level and contextualizing them to the Chad environment.
Influence policy, systems, and practices by advocating for transformational change on key issues affecting Child Well-Being (CWB), including addressing root causes and challenging unjust structures that perpetuate vulnerability and inequality.
Position World Vision Chad as a trusted and leading voice for children’s well-being and rights, strengthening credibility, visibility, and influence among government, partners, and the public.
Strengthen alignment between advocacy, programming, and resource mobilization, ensuring that advocacy priorities inform program design, evidence generation, and funding strategies.
Promote and enhance awareness of World Vision’s mission, programs, and impact both within the Partnership and externally, ensuring consistent and compelling positioning of WV Chad and production of communication products-annual reports, success stories.
Safeguard and enhance the World Vision Chad brand and reputation, ensuring compliance with branding standards across all communications, assets, vehicles, and facilities.
Provide leadership and strategic direction to ensure a strong donor experience, supporting effective engagement, retention, and acquisition of ministry funding.
Identify and pursue new strategic partnerships and opportunities, fostering alliances that maximize resources, expand influence, and drive sustainable impact.
Ensure all external engagement and partnerships are managed with a strong emphasis on integrity, stewardship, efficiency, and accountability.
5. Resource Acquisition and Management (15%)
Provide strategic leadership for resource mobilization and funding growth, ensuring a diversified and sustainable funding portfolio through proactive positioning, donor engagement, and partnership development.
Lead and oversee the development and execution of a comprehensive Resource Development Strategy, aligned with National Office priorities, Regional direction, and Partnership goals.
Strengthen and sustain strategic relationships with Support Offices, donors, government entities, the private sector, and other funding partners, ensuring high levels of engagement, trust, and long-term collaboration.
Ensure effective donor stewardship and retention, including delivering a strong donor experience through high-quality engagement, communication of impact, and responsiveness to donor expectations.
Drive the identification and pursuit of new funding opportunities, including grants, private sector partnerships, and locally generated resources, to expand and diversify WV Chad’s funding base.
Ensure strong alignment between resource mobilization, programming, and advocacy, positioning WV Chad to secure funding that supports strategic priorities and maximizes impact for children.
Strengthen internal capacity for local fundraising and resource acquisition, ensuring that systems, processes, and staff capabilities are in place and embedded within the organization’s capacity development plans.
Promote effective collaboration across teams—including Programs, RAM, Finance, and Support Offices—to ensure coordinated, high-quality proposal development and successful grant acquisition outcomes.
6. Financial Management, Supply Chain/ Procurement & Grant Management, and Compliance (15%)
Ensure the establishment and maintenance of robust, transparent, and efficient financial, supply chain, grant, and operational systems, resulting in strong audit performance and full compliance with World Vision and donor standards.
Provide overall leadership and accountability for grant management across the entire lifecycle, ensuring high-quality proposal development, effective implementation, compliance with donor requirements, and timely, accurate reporting.
Ensure all grants and funding streams are managed in accordance with donor regulations, contractual obligations, and World Vision policies, minimizing risk and safeguarding the organization’s credibility and funding pipeline.
Lead the development, execution, and monitoring of audit action plans, ensuring that financial, programmatic, and compliance audit findings are addressed thoroughly and within agreed timelines, with clear and transparent reporting of progress.
Oversee strong leadership engagement in monthly Field Finance Reviews (FFRs) and grant performance reviews, ensuring timely identification of risks, corrective actions, and continuous improvement.
Ensure the timeliness, completeness, and accuracy of financial and donor reports, maintaining high standards of financial and grant compliance across the organization.
Ensure strong operational and program compliance, including the quality and timeliness of procurements, technical and project reporting aligned to donor and Partnership standards.
Provide strategic direction for the integration and optimization of private, public, and grant funding streams, maximizing program impact, efficiency, and responsiveness to community needs.
Safeguard the overall financial integrity, accountability, and stewardship of WV Chad resources, ensuring transparency and trust with Support Offices, donors, government, and other stakeholders.
Strengthen WV Chad’s capacity in financial, supply chain and grant management, and compliance, ensuring systems, structures, and staff capabilities are sufficient to manage an increasingly complex and diversified funding portfolio.
7. Compliance and Country Legal Environment
Ensure full compliance with national legal and regulatory requirements, including labor laws and statutory obligations, as well as donor and Partnership compliance frameworks.
Maintain access to qualified external legal counsel to support the organization on legal, contractual, and regulatory matters and consult with internal WVI legal counsel.
Ensure strong implementation and oversight of Safeguarding standards and World Vision policies, including donor compliance requirements related to safeguarding and accountability.
Ensure the National Office operates in a cohesive and complementary manner within the Partnership, guided by the principles of interdependence and Twin Citizenship.
8. Spiritual Leadership and Faith and Development (5%)
The National Director demonstrates a high standard of Christ-centered leadership, modeling integrity, humility, and service in both personal conduct and professional responsibilities. Through consistent example and influence, the ND ensures that World Vision’s identity as a Christian humanitarian organization is authentically lived out across all aspects of the National Office.
The ND promotes the integration of faith and development within programs and organizational life, ensuring that ministry approaches are rooted in biblical values while remaining appropriate and respectful within diverse and interfaith contexts.
In this role, the ND provides spiritual guidance and encouragement to staff, fostering alignment with World Vision’s Vision, Mission, and Core Values. The ND cultivates a workplace culture that reflects Christian principles, strengthening staff engagement, purpose, and commitment to serving the most vulnerable.
The ND also ensures that structured opportunities for spiritual nurture—such as devotions, prayer, and faith-based reflections—are integrated into organizational life, while supporting leaders at all levels to model and promote spiritual maturity.
9. Governance (5%)
Ensure strong and effective National Office governance, including the proper functioning of the Advisory Council (AC) and its committees, with regular meetings that provide oversight, insight, and foresight.
Support the Advisory Council in ensuring compliance with Partnership governance standards, donor expectations, and local legal requirements, including capacity strengthening and effectiveness of AC members.
Collaborate closely with the AC Chair to identify, recruit, and maintain a diverse and qualified Advisory Council, leveraging strong networks to build a pipeline of committed leaders.
Ensure effective leadership succession planning and governance continuity, providing assurance to stakeholders on sustainability and risk management.
Promote alignment between the National Office and the broader Partnership, ensuring governance reflects shared accountability, stewardship, and responsible use of resources, including donor and grant funding.
10. Security Risk Management and Safeguarding
Ensure the development and regular updating of security risk assessments, Country Risk Ratings, and Core Security Requirements.
Strengthen safeguarding mechanisms, and ensure training and compliance for all staff.
Report and appropriately respond to any safeguarding incidents.
Identify and recommend tools adapted to the context.
KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
Required Professional Experience
Minimum of 8–10 years of senior leadership experience in managing complex country office operations, demonstrating strong capabilities in people leadership, program management, and financial oversight (e.g., organizations with 200+ staff and annual budgets exceeding USD 10 million).
At least 8 years of experience in grant acquisition and management, including oversight of large-scale government and donor-funded programs, with a proven track record in donor engagement, compliance, and relationship management.
Demonstrated experience leading multi-cultural teams in complex, fragile, and politically sensitive environments, including managing multi-sectoral development and/or humanitarian response programs.
Proven ability to build, influence, and sustain strategic relationships with diverse stakeholders, including government authorities, donors, global partners, Advisory Councils, and internal teams.
Experience and working knowledge of governance structures, including engagement with Boards or Advisory Councils, and an understanding of governance principles and best practices.
Strong strategic leadership capability, with the ability to define and communicate a clear, compelling vision and direction for the organization.
Solid experience in resource mobilization, including fundraising, local revenue generation, advocacy, and public relations, with demonstrated ability to grow and diversify funding.
Sound knowledge of financial management and accounting principles, including financial controls, budgeting, and compliance frameworks.
Demonstrated expertise across World Vision’s core ministry areas—Development, Humanitarian Response, and Advocacy—with deep experience in at least one area and strong familiarity with the others.
High level of political awareness and negotiation skills, with the ability to navigate complex stakeholder environments and manage sensitive relationships with integrity.
Ability to quickly develop a strong understanding of the country’s political, socio-economic, and cultural context, enabling effective leadership and decision-making.
Proven ability to operate effectively under pressure, uncertainty, and complex change, making sound decisions that impact staff safety, organizational assets, and program delivery.
Strong understanding of safety and security management principles, including risk assessment, duty of care, and operational decision-making in high-risk environments.
