Overview
The WASH Team Leader will provide day to day technical guidance and supervision to implement Emergency Shelter construction and rehabilitation activities being implemented in Northern Bahr el Gazal, Warrap and Western Bahr el Gazal State. The WASH Team Leader is also responsible for implementation of project activities including provide inputs and support for infrastructure’s design and develop schematic drawings and bill of quantities and inspecting and supervising project participants’ works and NRC’s direct implementation. The WASH Team Leader will assist the WASH coordinator in providing technical support in the development of NRC’s WASH and Shelter programming in Northern Bahr el Gazal State. He/she will also work closely with the other Project Officers and assistants in the field to ensure timely delivery of quality Shelter programme, and will assist WASH and Shelter Coordinator in overall planning and design of (future) projects.

Background

Roles and responsibilities
The WASH Team Leader will provide day to day technical guidance and supervision to implement Flood resilient Shelter construction and borehole drilling and rehabilitation activities being implemented in Warrap, WBeG and NBeG State. The WASH Team Leader is also responsible for implementation of project activities including provide inputs and support for infrastructure’s design and develop schematic drawings and bill of quantities and inspecting and supervising project participants’ works and NRC’s direct implementation. The WASH Coordinator will assist the WASH and Shelter Coordinator in providing technical support in the development of NRC’s WASH and Shelter programming in WBeG, Warrap and Northern Bahr el Gazal State. He/she will also work closely with the other Project Officers and assistants in the field to ensure timely delivery of quality WASH and Shelter programme, and will assist the WASH and Shelter Coordinator in overall planning and design of (future) projects
Generic Responsibilities
Adherence to NRC policies, tools, handbooks and guidelines, policies and procedures and other NRC tools and handbooks.
Coordinate the WASH activities according to strategy, proposals, budgets and plans.
Assist the WASH Project Coordinator in all aspects of WASH programs planning implementation, monitoring and evaluation.
Develop technical specifications and bills of quantities (BOQ) for works.
Assess the WASH training needs of the community base workers and assists in the development of appropriate training materials and plans.
Conducts water quality testing and sanitary inspection at water points.
Provides technical supports to WASH Assistants and local counterparts on issues of WASH information and communication strategies.
Assists in the establishment, and training of water point committees as well as monitoring their performance.
Assists in the compilation of weekly and monthly WASH reports, program documents, project proposals, and budgets.
Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures.
Specific responsibilities:
Water and sanitation infrastructure construction (Boreholes, latrines,)
Break down the annual operational plans into weekly, monthly and quarterly implementation plans
Preparing weekly progress reports and other documents required for the water and sanitation infrastructures such as boreholes, latrines,
Performs any other duties as requested by the WASH Project Coordinator.

Relevant interfaces for this position are:
• Other CCs (Cash and Markets, Protection, ICLA, and Education).
• Support (Finance, Procurement, M&E, Logistic and Security).
• Other stakeholders (RRC, Local authorities, WASH and Shelter cluster, Core pipeline partners, etc.)
Generic professional competencies
- B.Sc./ HND in Civil or Water Engineering, Geology, Hydrology or any other relevant field
- Minimum 3 years’ experience from working with WASH projects in a humanitarian/recovery context.
- Experience from working with social work and/or with distribution of humanitarian assistance is an advantage.
- Previous 2 years work experience in community-based Water and Sanitation programs in similar position; Work experience with an INGO is desirable
- Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols
- Familiarity with international minimum standards of Water and Sanitation delivery (i.e., SPHERE) is an advantage
- Excellent communication skills – written and spoken – in English required.
- Fluency in one or more of the national/regional languages (Arabic preferred) is desirable.
- Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts.
- Computer literacy in word processing and spreadsheets is required,
- Familiarity with AutoCAD, ArcGIS, Epanet, and Google Earth is strongly desirable
