About the Role
Overview
NORCAP is looking for a national expert for a 6-month assignment to support the reinforcement of the centrality of protection and proactive protection in the humanitarian response in Eastern Ukraine. The assignment will focus on strengthening structured data collection and supporting the capacity of local partners operating in frontline regions. The expert will undertake trend analysis of population movements throughout the IDP journey — from frontline areas through evacuations, reception and settlement — with a particular focus on the frontline regions of Eastern Ukraine.
Role
NORCAP works to improve aid to better protect and empower people affected by crisis and climate change. We do this by providing expertise and solutions to humanitarian, development and peacebuilding partners, because we believe working together is the best way to reduce needs, risks and vulnerability over time. We seek and promote more effective ways of working at the global level and in the field. NORCAP’s aim is not only to reduce needs, but also to create choice and opportunity for vulnerable people. NORCAP works with and through our partners to improve aid in two complementary ways:
• We provide targeted expertise to strengthen our partners’ response.
• We collaborate with partners to develop solutions to un‑met gaps and challenges.
This assignment contributes directly to NORCAP’s commitment to strengthen protection outcomes through evidence-based coordination and community-focused approaches.
NORCAP is supporting the Protection Cluster in Ukraine, led by the United Nations High Commissioner for Refugees (UNHCR), which coordinates protection efforts across humanitarian actors. In 2026, the response aims to reach millions of internally displaced people (IDPs), with a strong focus on evacuations, frontline response, and safeguarding people at risk of exclusion from essential services. In Eastern Ukraine, partners work closely with local authorities and civil society to address protection risks linked to displacement, insecurity, and access to services.
THE ROLE
The Assistant Protection Cluster Coordination Officer will support the Protection Cluster in Eastern Ukraine to strengthen data-driven protection coordination, with a focus on population movements, evacuation trends, and community-level risks. Success in this role means improving the quality and use of protection data, strengthening local partner capacity, and enabling timely, principled responses that better meet the needs of people affected by displacement.
This position is based in Dnipro, Ukraine, with frequent travel across Eastern Ukraine, and is offered as a 6‑month assignment. The Assistant Protection Cluster Coordination Officer will report to the Protection Cluster Coordinator.
Ukrainian citizenship is required for this role.
