Human Resources and Administration Officer Nigeria Yola
Role
Since 2015, NRC Nigeria has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: Water, Sanitation, and Hygiene (WASH), Shelter, Education, Information, Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection.
NRC provides immediate assistance during the onset of emergencies through the Rapid Response Mechanism (RRM). In 2021, NRC reached out to over 269,000 people with assistance. The crisis in Nigeria is marked by brutal violence against civilians, causing acute humanitarian needs and displacement. In the northeast, the 13-year conflict has shattered lives, infrastructure, basic services, and social fabric. Two million people are internally displaced across Borno, Adamawa, and Yobe states.
Approximately half of these live within local communities, increasing pressure on scarce resources. Access to food is limited, particularly in Borno state, where most families are already facing crisis levels of food insecurity. Civilians, including aid workers, continue to be the target of deadly attacks by non-state armed groups, and transport corridors are persistently insecure. In the northwest and north-central regions, violence and displacement are rooted in disputes over land and resources, which have been worsened by climate change. Criminality is on the rise. Livelihood opportunities are scarce, and children face an uncertain future, unable to access quality education. Many families have lost identity papers while fleeing or never obtained them, hindering their access to essential services.

We are looking for people who are passionate about helping refugees and people forced to flee.
If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate HR and Administration Officer to join our team in Yola, Adamawa State. You will be responsible for the daily implementation of Human Resources activities at the Area/Field office respectively.

Responsibilities
Specific Responsibilities
Recruitment and Administration
Support recruitment processes (posting, CV collection, screening, longlisting, organizing written tests and interviews).
Assist in the onboarding process of new employees, including tracking induction programs with various NRC departments.
Draft contracts for new staff members.
Compile personnel files for new hires, ensuring all necessary documents are available and complete as per NRC’s checklist.
Ensure new employees and their supervisors sign job descriptions, with a copy filed in the employee's folder.
Support in payroll preparation by inputting the staff for step progression.
Track staff movements (annual leave, special leave Etc).
Maintain and update staff files continuously at the Area Office.
Ensure staff sign their pay slips at the end of each month.
Ensure that all HR files are compliant, and that each employee’s file is up to date.
Review personnel files to identify gaps, initiate corrective actions, and update the verification checklist.
Update and track timesheets for national staff at Area office.
Ensure hard and electronic filing of staff lifecycle documents (from hiring to departure) is properly managed.
Provide information to staff, supervisors and staff on human resource and work-related issues.
Supervision of cleaners and causal workers.
Prepare hotel booking/guess house for staff on official visit.
Management of office/guess house maintenance (routine services of AC, electrical repairs, plumbing repairs etc)
Management of administrative store and restocking of items. Keeping track and record.
Inventory and asset management of both office/guess house items.
Perform other tasks assigned by the direct supervisor.
Participate in due diligence visits with the partnership unit and support teams to assess core HR standards, including job descriptions, recruitment, code of conduct, terms of employment, salary structure to ensure alignment with NRC standards and donors’ requirements upon request.
Participate in partners’ onboarding and communicate key HR requirements.
Collaborate with the Partnerships Unit to assess partner HR capacity and identify training needs.
Partnership Engagement
Participate in due diligence visits with the partnership unit and support teams to assess core HR standards, including job descriptions, recruitment, code of conduct, terms of employment, salary structure to ensure alignment with NRC standards and donors’ requirements upon request.
Participate in partners’ onboarding and communicate key HR requirements.
Collaborate with the Partnerships Unit to assess partner HR capacity and identify training needs.

Requirements
University Degree
Professional experience in HR management, administration, or finance
Previous experience in complex and unstable contexts
At least two years of experience in a similar position
Experience as a trainer
Strong command of Excel/Word software
Good knowledge of applicable labor laws

Duration of contract: 6 Months (Renewable).
Grade Level: Grade 5 in NRC's grading structure.
Reporting line: HR & Administration Team Leader
Travel: 20%
