About the Role

Overview

The Technical Administration & Liaison Officer supports the Deputy Director in managing administrative, logistical, and liaison functions to ensure efficient office operations and compliance with NRC/NIF regulations. The role bridges technical, administrative, and stakeholder engagement functions to safeguard NIF’s operational space and enhance service delivery in Northwest Nigeria (Zamfara).

Role

The Nigeria INGO Forum (NIF), established in 2014, facilitates collaboration among INGOs in Nigeria for humanitarian, development, and peacebuilding efforts. Operating through a Secretariat and governed by a Steering Committee, NIF provides a key platform for coordination, information sharing, advocacy, and engagement with government authorities, the UN, and donors.

The Technical Administration & Liaison Officer plays a critical role in supporting the Deputy Director by ensuring smooth administrative and logistical operations, maintaining compliance with internal and external regulations, and strengthening engagement with government stakeholders in Northwest Nigeria.

In Zamfara (Gusau), the role includes overseeing office operations, coordinating logistics for staff and visitors, managing procurement and administrative documentation, supervising drivers or car hire arrangements, and supporting compliance with government regulations. The officer also contributes to policy tracking, strategic engagement, and advocacy efforts, ensuring that NIF’s operational presence in the Northwest is safeguarded and service delivery to members is strengthened.

Responsibilities

Generic Responsibilities

  • Ensure compliance with NRC/NIF policies, procedures, and legal frameworks.
  • Provide administrative, logistical, and liaison support to the Zamfara (Northwest) operations.
  • Maintain effective filing and documentation systems.
  • Support process improvement initiatives to strengthen systems.
  • Ensure smooth day-to-day office operations.
  • Monitor administrative and logistics-related procurements and budgets.
  • Coordinate travel, accommodation, and transport logistics.
  • Uphold ethical standards and confidentiality.
  • Represent NIF positively in interactions with stakeholders.
  • Support coordination activities and reporting.

Specific Responsibilities

Administrative Support

  • Manage procurement processes in compliance with NRC/NIF standards.
  • Support budget preparation and monitor administrative expenses.
  • Supervise administrative staff and/or manage car hire drivers.
  • Organize logistics for meetings, trainings, and workshops.
  • Process and monitor payments, invoices, and financial documentation.
  • Maintain office inventory and ensure timely restocking of supplies.
  • Ensure accurate filing systems for procurement, contracts, and compliance documents.
  • Draft and submit correspondence to government agencies.

Logistics Support

  • Ensure all logistics activities comply with NRC policies and security protocols.
  • Coordinate logistics needs with program and NRC teams.
  • Oversee vehicle management, maintenance, and fuel monitoring.
  • Arrange travel and accommodation for staff and guests within the Northwest.
  • Manage car hire and movement logistics.
  • Serve as focal point for travel bookings and coordination with logistics teams.

Liaison & Government Relations

  • Support engagement with Zamfara State government authorities and agencies.
  • Track and report regulatory and policy developments affecting INGOs in the Northwest.
  • Ensure timely submission of required government reports.
  • Maintain records of official correspondence and approvals.
  • Attend meetings with government stakeholders to facilitate operations.
  • Build and maintain relationships with key authorities (e.g., ministries, security agencies, immigration, etc.).
  • Contribute to strategic engagement, advocacy, and coordination efforts.
  • Support preparation of briefings, policy analyses, and reports.

Technical Support

  • Provide feedback and technical input to improve administrative, logistics, and liaison systems.

Requirements

Qualifications

Generic Professional Competencies

  • Education: Degree or Diploma in Administration, Management, or a related field.
  • Experience:

    Minimum of 3 years’ experience as a Logistics, Admin, or Liaison Officer in a humanitarian or recovery context.

    Experience working in complex and volatile environments.

    Proven track record of delivering results in similar roles.

  • Language: Fluency in English.

Context/Specific Skills, Knowledge, and Experience

  • Proficiency in Microsoft Windows and Office applications.
  • Experience engaging with senior government stakeholders is an advantage.
  • Ability to work under pressure and meet deadlines.
  • Knowledge of Hausa language is an added advantage.
