The Opportunity – Cash and FSL Community Casual Worker
Post location: Gaza Field Office - Deir al Balah - Subject to change depending on SC priorities
Contract Duration and Level of Effort: Until 31 October 2026.

ROLE PURPOSE:
The Cash and FSL Community Casual Worker will support the field implementation of the Emergency Bread Subsidy intervention by facilitating community engagement, beneficiary communication, bakery-level monitoring, and accountability activities. The role will help ensure that vulnerable households are informed about the intervention, can safely access subsidized bread, and are able to provide feedback or raise concerns through Save the Children’s accountability channels.
Based in targeted communities, informal shelters, and selected commercial bakery locations, the casual worker will support household mobilization, crowd management, field-level verification, and daily monitoring of bread availability, pricing, production, and distribution practices. The role will also support the collection of basic monitoring data, including beneficiary access, community feedback, bakery compliance with the agreed subsidized price, and any operational challenges affecting access to bread.
In line with the concept’s focus on reducing bread prices by 50% through commercial bakeries, the casual worker will help monitor that subsidized bread is sold at the agreed price, support communication with households and bakery focal points, and immediately report any issues related to price manipulation, access barriers, protection concerns, or community tensions. The role will contribute to safe, accountable, and effective field implementation while ensuring compliance with Save the Children International’s safeguarding, PSEA, accountability, data protection, and operational procedures

KEY AREAS OF ACCOUNTABILITY:
Cash & FSL Community Outreach and Bakery Monitoring
The Cash and FSL Community Casual Worker will support the field implementation of the Emergency Bread Subsidy intervention at community level, informal shelters, and selected commercial bakery locations. The role will focus on community mobilization, beneficiary communication, daily field monitoring, accountability, and supporting safe and dignified access to subsidized bread.
- Support community mobilization and communication with targeted households, especially vulnerable families living in informal shelters and surrounding communities.
- Share clear information with communities on the bread subsidy mechanism, bakery locations, agreed subsidized price, access arrangements, and available feedback and complaint channels.
- Support daily field monitoring at selected commercial bakeries, including bread availability, production flow, crowd management, and safe access for vulnerable households.
- Monitor bakery compliance with the agreed subsidized bread price and immediately report any cases of price manipulation, access barriers, discrimination, or community tensions.
- Collect and maintain accurate daily field data related to bakery production, distribution, pricing, community access, and operational challenges.
- Support verification of bakery records, sales information, and field observations to contribute to reconciliation and payment verification processes.
- Receive and document community feedback, questions, and complaints, and refer them through SCI’s Feedback and Response Mechanism in line with accountability procedures.
- Support communication with bakery focal points, community representatives, and SCI field teams to ensure smooth implementation and timely problem-solving.
- Identify and report protection, safeguarding, PSEA, safety, or access concerns observed during field activities.
Contribute to Post-Distribution Monitoring, community feedback collection, and other Cash & FSL monitoring activities as required. - Ensure all field activities are conducted in a respectful, safe, inclusive, and dignified manner, in line with Save the Children International policies and procedures.
QUALIFICATIONS
- Diploma or bachelor’s degree in a relevant field such as social sciences, business administration, agriculture, food security, community development, economics, or any related field.
- Relevant field experience may be considered in place of formal education, especially in emergency response, community outreach, Cash and Voucher Assistance, Food Security and Livelihoods, or market-based interventions.
Essential EXPERIENCE AND SKILLS
- Minimum of one to two years of relevant field experience in community outreach, beneficiary communication, cash assistance, food security, livelihoods, market monitoring, or humanitarian field implementation.
- Good understanding of the Gaza context, community dynamics, access challenges, informal shelters, and local market constraints.
- Experience in community mobilization, field verification, data collection, monitoring, or working with vulnerable households is highly desirable.
- Strong communication and interpersonal skills, with the ability to engage respectfully with community members, bakery focal points, local representatives, and field teams.
- Ability to support daily bakery monitoring, including checking bread availability, agreed pricing, production flow, access challenges, and community feedback.
- Good attention to detail and ability to record accurate daily field data, observations, complaints, and operational updates.
- Ability to identify and report issues related to price manipulation, crowding, access barriers, protection risks, safeguarding, PSEA, or community tensions.
Ability to manage a diverse and demanding workload in a fast-changing emergency context. - Team-oriented and able to work closely with Cash, FSL, MEAL, Accountability, Protection, and Operations teams.
- Flexible and able to adapt working hours based on bakery production times, field movement, and operational needs.
- Basic English is desirable; strong Arabic communication skills are essential.
Basic knowledge of mobile data collection tools such as Kobo/ODK is an advantage. - Commitment to Save the Children International’s safeguarding, child protection, PSEA, accountability, data protection, and humanitarian principles.
