Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Kenya, the UN Women Country Programme contributes to the development objectives of Kenya’s blueprint, the Vision 2030, the SDGs particularly SG 5 and is aligned to the United Nations Sustainable Development Cooperation Framework as well as UN Women Global Strategic Plan. In its current Strategic Note, (2023 – 2026), the Kenya Country Programme aims to achieve the following results: (i) increased women’s leadership and participation in governance; (ii) strengthened women’s economic empowerment; (iii) increased protection of women against gender-based violence & access to justice for women; and (iv) strengthened women’s leadership in peace building and humanitarian response.
Reporting to the Team Leader, the Programme Associate works with and provides support to the members of the EVAWG Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. S/he provides programme, administrative, and logistical assistance to the team for the smooth programme implementation.
The consultant will be reporting to Team Leader EVAWG and will be supported by Program Associates, who will be the point of contact on the contract and payment issues.
Description of Responsibilities /Scope of Work
Support and provide technical assistance and capacity development to project/programme partners
- Provide technical support to country office in developing and strengthening projects/ programmes on EVAWG.
- Contribute to the development and implementation of technical tools, and initiatives that contribute to the realization of EVAW Biennial Work Plan.
- Support relationships with national partners to support implementation and expansion of the EVAWG programme.
- Provide technical input on any potential emerging needs.
- Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.
Provide the monitoring and reporting of the programme/ project
- Support the monitoring of programme/ project implementation and finances using results-based management tools working closely with M&E colleagues.
- Conduct field missions, spot checks and review reports on monitoring missions to ensure recommendations and feedback are fully implemented.
- Substantively contribute to drafting of internal and external reports that are results based and of high quality.
Build partnerships and support in developing resource mobilization strategies
- Support the development and implementation of partnerships and resource mobilization strategies to strengthen donor engagement and funding opportunities.
- Conduct donor research and analysis, identify potential funding opportunities and areas for collaboration, and prepare substantive briefs to support resource mobilization and cost-sharing initiatives.
- Administrative support to resource mobilization and donor engagement materials, including donor profiles, project summaries, briefing notes, conference papers, speeches, and other relevant documentation.
- Support in tracking all follow-ups required on resource mobilizations and partnership opportunities
Contribute to inter-agency coordination on Ending Violence Against Women and Girls to achieve coherence and alignment of UN Women programmes with other partners in Kenya
- Provide technical support to the Programme Team Leader on inter-agency coordination by representing the programme in meetings, events, working groups, and committees.
- Coordinate with UN agencies, government institutions, donors, and NGOs to ensure alignment, harmonization, and complementarity of programme and capacity development initiatives.
- Promote inclusive coordination mechanisms by advocating for the meaningful engagement and participation of women’s rights organizations and civil society networks, particularly in GBV-related initiatives..
Provide administrative and logistical support to the formulation and management of EVAW programmes
- Provide administrative, operational, and logistical support for the design, implementation, and management of EVAW programmes, including biennial work plans, budgets, proposals, and monitoring of fund utilization and delivery.
- Support implementing partners in the timely execution, financial management, and reporting of programme activities,
- Facilitate LPAC processes, including the preparation and review of documentation, coordination of meetings, and follow-up on partner disbursements.
- Support programme accountability and knowledge management by coordinating audits and the implementation of audit recommendations; compiling data and information for reports, guidelines, speeches, and position papers; tracking programme contributions to coordination mechanisms;
- Support advocacy and visibility activities, including GEWE-related international observances and the 16 Days of Activism campaign.
Provide administrative support to the financial management of the EVAW Programme Unit
- Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
- Provide administrative support in monitoring and preparation of budget and the finances of Programmes / projects, and in the preparation of FACE forms;
- Prepare non-PO vouchers for development projects;
- Process payment for consultants, as delegated;
- Create requisitions in Quantum and in PRISM for development projects; register receipts.
- Review to ensure all documents submitted for approval are in line with agreed checklists
Provide administrative support to the EVAW Programme Unit
- Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
- Make travel arrangements for the unit Team, including travel requisitions and claims;
- Draft minutes in meetings, as delegated;
- Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Programme team;
- Support track donor reporting deadlines, BWP, procurement plans, mid-term and annual reviews
- Provide administrative support in organizing of training for the office staff and partners on programme and operations related issues.
Consultant’s Workplace and Official Travel
This is an office-based consultancy.
As part of this assignment, there will be travel as per program needs.

Functional Competencies:
- Knowledge of programme management;

Required Qualifications
Education and Certification:
- Completion of secondary education required.
- Bachelor’s degree in social sciences, human rights, gender/women's studies, international development, or a related field is an asset
- A project/programme management certification would be an added advantage
Experience:
- At least 6 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring, results-based reporting and evaluation of development projects;
- Technical experience in Ending Violence Against Women and Girls,
- Experience coordinating and liaising with government agencies and/or donors is an asset;
- At least progressively responsible experience in administrative or programme management/support;
- Experience in working in a computer environment using multiple office software packages;
- Experience working in the UN System is an asset;
- Experience in the use of Quantum (and now PRISM) is an asset;
- Experience in liaising with government agencies and or donors is an asset
Languages:
- Fluency in English is required.
Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish)..
