Job Description:

To understand project design and participate in planning and project activity implementation:

  • Read and understand project design document such as project DIP, project budget and the proposal narrative (PDD).
  • Actively participate in monthly project
  • implementation planning and resourcing in collaboration with project supervisor.
  • Develop tools for the baseline assessment, mid-term and end lines.
  • Collection & finalizing of baseline data in consultation with project partners to ensure the plan & agreement is in place.
  • Develop tools for monitoring the knowledge, attitudes and perception of stakeholders on the quality of services being provided by the provincial staff and communities.
  • Train project field staffs and project coordinator on what data to collect every month and update progression results based on project DIP and ITT.
  • Support other M&E staffs to design monitoring tools to monitor progress of projects and design evaluation tools to conduct baseline surveys and end of project evaluation as required by WV PNG Program Quality Department.

Quality Assurance and Database Management:

  • Maintain systematic database system that will allow generation of specific project progress monitoring and evaluation information whenever needed such as;
  • Develop and maintain names and personal details of registered cocoa and vanilla farmers
  • Develop and maintain cocoa budwood gardens and cocoa nurseries records.
  • Develop and maintain training records of cocoa and vanilla farmers who attended integrated cocoa and vanilla pest & diseases management trainings, cocoa value chain management trainings, budwood & nursery management trainings, design and construction of solar dryer trainings etc…group and records of performances of each savings of savings groups and restart new savings cycles.
  • Network good performing savings groups to micro-banks for the savings group members to access banking services.

Review and Evaluation:

  • Conduct supervisory and monitoring visits to project sites according to the monitoring and evaluation plan.
  • Participate in Technical Working Group (TWG) meetings to provide technical reports and updates to operation.
  • Coordinate with Horizon Coordinator to design TORs for project evaluation and monitoring visits.
  • Participate in project design workshops.

Staff capacity building on M&E process and tools:

  • Develop specific data collection tools and train project field staff how to use the data collection templates to collect specific data for each project activity undertaken on a monthly basis.
  • Develop project ITT and train project field staff on what specific data to be collected that can be fed into the project ITT on a monthly basis.
  • Train project how to write most significant change stories to show impacts of the project.
  • Building of personal and organizational capacity in M&E which will reflect in quality programming
  • Facilitate WV’s Development Program Approach with technical support, capacity building and coaching in collaboration with the M&E Coordinator
  • Facilitate DME training sessions for staff upon request and on and as need be basis.
  • When Sector Coordinators aren’t available,
  • Represent WV at key stakeholder meetings

Project Closeouts, Evaluations and Learning:

  • Implement project evaluations efficiently
  • Develop evaluative TORs for end-of-phase evaluations with directions from the M&E Coordinator & Innovation and Impact Team Leader and are in line with LEAP and PTL guidance
  • Work together with external consultant evaluators involved in evaluations and training.
  • Participate in providing feedback on project evaluation and baseline reports
  • Facilitate Learning events in collaboration with the M&E Coordinator for direct & partner implemented projects before the closure of the project in order to document learning and best practice for future programs.
  • Organize all M&E data, reports, and records for WASH sector and for other projects where needed and archived in a central location for future reference.

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Bachelor’s Degree in Statistics, International Development, or Social Sciences or equivalent.
  • At least 3 years’ experience in design and implementation of M&E in development projects
  • Desirable to have experience incorporating gender consideration strategies into monitoring efforts of international development projects;
  • Experience in design and implementation of M&E systems; including qualitative and quantitative approaches to assessment and monitoring is required.
  • Experience in SPSS tools/ EPI Info/ any other similar software.
  • Experience in data processing or analysis (Excel, etc.) is required.
  • Detail oriented and able to verify data.
  • Experience in designing tools and strategies for managing information system, data collection, analysis and production of reports.
  • Excellent knowledge of monitoring and application of methodology
  • Experience in analyzing data
  • Excellent communication skills both written and oral in English
  • Strong experience with monitoring and evaluating livelihood projects and or grant funded projects
  • Experience in use of M&E tools and development and use of online tools for monitoring and evaluation activities.
  • Knowledge in information management and analysis systems including SPSS and MS Access, an advantage
  • Proficient in MS Excel, Word and PowerPoint.
  • Highly analytical with a keen eye for details and trends.
