Job Description:

The Senior Disaster Risk Reduction (DRR) & Humanitarian Emergency Affairs Coordinator plays a critical field-level leadership role in strengthening disaster preparedness, readiness, and response systems across Nepal’s federal, provincial, and local governance structures.

Under a US government-funded initiative, this position is responsible for leading the design, coordination, and implementation of DRR and emergency preparedness activities together with partner NGOs while ensuring rapid, principled, and effective humanitarian response in the event of a disaster as a technical person providing the contribution on community-level project-related intervention. The incumbent is also responsible for promoting community-based disaster risk reduction and management and scaled up during emergencies together with partner NGOs to increase the resilience of children and communities, as well as local government officials, for building their capacity and making them ready for foreseeable hazards and disasters.

The coordinator will work closely with local governments, provincial and national authorities, relevant humanitarian clusters, partner NGOs and community stakeholders to strengthen early warning systems, contingency planning, anticipatory actions, and response mechanisms. The coordinator will ensure all partner NGOs have strong capacity in DRR and emergency response. Furthermore, the role emphasizes localization and alignment with global humanitarian standards (Sphere, Core Humanitarian Standards), contributing to resilient and responsive systems in high-risk areas of the project.

The positions will be based in Bardibas (Madhesh Province).

This is a one-year fixed-term position.

JOB RESPONSIBILITIES

Technical Support on Disaster Risk Reduction and Preparedness

  • Facilitate and support multi-hazard risk assessments, vulnerability mapping, and scenario analysis
  • Strengthening local early warning systems and anticipatory action mechanisms in collaboration with relevant authorities
  • Support development and updating of Local Disaster and Climate Resilience Framework and preparedness plans at municipal and provincial levels
  • Promote integration of DRR into local development planning processes
  • Collaborate with the WVI Nepal existing SHIELD project staff for identifying gaps and possible collaboration areas to address the DRR and humanitarian actions interventions
  • Support on innovation of the multiple hazard assessment tools to develop, test, and finalize in collaboration with the innovation-related staff.
  • Provide technical support to the partner NGOs who are implementing the project with the tools, skills, and knowledge where they feel the quality of the work delivery is confident.
  • Lead/support to facilitate every process of strengthening local municipalities on the implementation of the Disaster Risk Reduction and Disaster Management (DRR&M) related plans and policy.
  • Identify the gaps of the DRR and disaster management-related plans and policy at the local level and inform the project team for necessary planning to support them from the project necessarily.
  • Provide support for the small-scale mitigation measures and project-related constructions to reduce the disaster risk in the community, such as check dams, drainage, bioengineering, and gabion walls.

Emergency Response and Humanitarian Coordination

  • Act as a first-line coordinator for rapid response actions in case of disaster events.
  • Support coordination of humanitarian response mechanisms, including cluster systems at the district level and municipal level.
  • Ensure timely, rapid needs assessments, response planning, and implementation as per the PDRA or similar assessment completed previously by the project and aligned with humanitarian principles.
  • Coordinate with national and sub-national (Local) emergency operation centers (EOCs)
  • Support to facilitate deployment of response teams, resources, and logistics in collaboration with WVI Nepal and partners for the rapid response within 24 to 72 hours.
  • Support to develop response plans for additional relief and recovery funding.
  • Lead a review of the intervention during the emergency that the project has achieved its implementation goal after the observation of the local and provincial capacity.

Project Implementation and Reporting

  • Lead the planning and implementation of field-level DRR and preparedness interventions aligned with national frameworks and project objectives
  • Ensure quality and timely implementation of project activities in line with approved work plans
  • Monitor progress against indicators and contribute to performance tracking systems
  • Prepare high-quality technical reports, situation updates, and donor reports as required
  • Document best practices, lessons learned, and success stories for learning and scaling
  • Coordinate with the MEAL colleagues to ensure all necessary post-distribution monitoring is conducted.
  • Coordinate with the Project Manager on planning, budgeting, and adaptive management
  • Prepare/build a dashboard to track all preparedness activities across the implementing areas and support scaling at a national level.
  • Track record of early action and humanitarian actions and disseminate them to the relevant stakeholders, including donors.
  • Prepare and review project reports (monthly, quarterly, annually).

Capacity Building and Localization

  • Support to organize training for first responders, task groups, and volunteers
  • Conduct workshops and simulations on specific hazards.
  • Design and deliver capacity-building initiatives for local governments, partners, and communities
  • Strengthen technical capacities in DRR, emergency preparedness, and humanitarian response
  • Promote leadership and ownership of local actors in disaster management processes
  • Support community-based DRR systems and inclusive approaches (gender, disability, and social inclusion)
  • Jointly facilitate youth learning hubs and humanitarian innovation activities
  • Support hazard-specific simulation exercises and drills
  • Facilitate the development and implementation of DRR-related policies/plans
  • Strengthening local capacity for disaster preparedness, anticipatory action and emergency response

Stakeholder Engagement and Government Coordination

  • Establish strong relationships with project-implemented municipalities and disaster management committees.
  • Represent the project in DRR&M-related meetings and workshops.
  • Establish and maintain strong working relationships with local, provincial, and national government authorities
  • Represent WVI in coordination forums, clusters, and technical working groups
  • Facilitate multi-stakeholder coordination platforms to enhance preparedness and response coherence
  • Support government-led initiatives and ensure project alignment with Nepal’s federal DRR governance structure

Compliance & Safeguarding

  • Ensure compliance with donor requirements and organizational standards.
  • Ensure compliance with US Government donor regulations and WVI policies
  • Uphold humanitarian standards, including Sphere and Core Humanitarian Standards (CHS)
  • Integrate safeguarding, child protection, and protection mainstreaming into all activities
  • Ensure accountability to affected populations and promote feedback and complaint mechanisms
  • Identify project risk and plan to control and mitigate.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Practical knowledge in DRR&M, including legal documents, anticipatory action and emergency response
  • Five years of professional experience in implementing DRR and emergency response-related projects
  • Excellent interpersonal, networking, coordination, and organizational skills.
  • Proficiency in oral and written communication in English and Nepali.
  • Experience in preparing DRR&M materials and tools.
  • Experience with prior US government grant implementations.
  • Expertise in training, facilitation, capacity building, and organizational development.
  • Experience working with children and communities in Nepal.

Required Education, training, license, registration and certification

  • Master's degree in Disaster Risk Management, Environmental Science, or a related field, or substantial experience in DRR programs.
  • Familiarity with community-based disaster management, DRR&M frameworks, Vulnerability and Capacity Assessment (VCA), and Participatory Disaster Risk Assessment (PDRA).
  • Experience working with all three tiers of government in Nepal, especially provincial and local governments.
  • Strong interpersonal skills and ability to work cross-culturally with diverse teams.
  • Knowledge of advocacy tools for mainstreaming DRR&M into development plans.
  • Strong verbal communication, presentation, and report writing skills in English.

Preferred Knowledge and Qualifications

  • Experience managing partner NGOs.
  • Strong coordination skills with government stakeholders and familiarity with the Government of Nepal's DRR&M-related matters.
  • Experience using digital tools for DRR&M

The position will involve travel and fieldwork as required.
