Job Description:

Major Responsibilities

1. Planning, design and monitoring

  • Develop and update the project workforce planning in collaboration with the project team and under the supervision of the Operations Director,
  • Ensure that the project systems and staff are working to achieve the project goals and objectives and that the project is maintaining World Vision and donor accountability standards. Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper Planning, staffing, implementation and quality assurance.

2. Staff management, Capacity building coaching and team building

  • Ensure that day-to-day administrative support for the project is in place.
  • Supervise staff that report directly to this position,
  • Manager partnering for performance for his/her direct report and oversee the performance of all the project staff,
  • Organize and direct the work of grant staff and service providers , set individual performance objectives cascaded from project objectives to all staff hired in the project,
  • Build a team of highly committed and competent staff, ensuring cooperation and coordination among relevant staff within the Program,
  • Conduct employee capacity building needs assessments and Integrated Competency Development,
  • Participate in employee learning and development plans,
  • Mentor, coach and provide opportunities for the professional growth his/her directly report to this position,
  • Actively participate in hiring of project staff.

3. Business policies, procedures and guidelines

  • Ensuring appropriate structures, internal and external standards, staffing, resources and policies as well as all grant requirements are adhered to.
  • Ensure project goal and objectives implementation are contributing to global fund, WVI strategy and aligned to the government priorities in terms of Malaria programing. Demonstrates World Vision’s core values, vision, mission and Transformational Development/Program integrated ministry model by all staff in the project assigned Area. Provide spiritual leadership to the grants team.

4. Project Performance achievement and accountability

  • Ensure high standards of stewardship and accountability for all resources. Work with project team, and other departments to build a strong internal control environment, ensuring compliance with WV financial policies and procedures and promoting a culture of transparency and accountability.
  • Review and approve expenditures and contract according to assigned levels of authority.
  • Ensure that day-to-day administrative support for the project is in place.
  • Develop the capacity for the participating consortium and local partners, and local authorities to plan, monitor and coordinate service delivery
  • Manage grant budget within approved spending levels and based on agreed project interventions

5. Coordination, supervision, risk management

  • Oversee all the program, finance and administration staff to ensure operational systems are in place to support field activities. Track the program progress, programs’ expenditure against approved budget, anticipate any deviation and recommend and act on relevant and required adjustment
  • Supervise the project team including the skilled national staff and the field office staff
  • Organize coordination meetings with partners and share feedback with the supervisor.
  • Regularly monitor and review the progress of implementation and escalate grant management issues early and openly; resolve grant management issues quickly and fully.

6. Project reporting, monitoring, evaluation

  • Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to the donor requirements. Establish and maintain effective project reporting, evaluation, and communication systems. Work with NO DM&E team, Finance team, technical managers and project managers to ensure that grant teams are fully aware of donor requirements and WV and consortium partners Support Office expectations
  • Regularly monitor and review the progress of implementation and escalate grant management issues early and openly; resolve grant management issues quickly and fully.
  • Coordinate with DM&E unit to ensure the project evaluation is achieved timely
  • Facilitate the documentation of best practices and contribute to the community of practice and center of excellence.
  • Facilitate mutual learning between projects and clusters as well as at the national level by disseminating best practices in the health and nutrition sector

7. Other duties

  • Attend and participate in weekly chapel services and devotional meetings
  • Must be a committed Christian, able to stand above denominational diversities and to nurture the spiritual growth of the team
  • Able to deploy as required in the event of an emergency response
  • Perform other duties as assigned by the Supervisor or designee from time to time.

Qualifications and Experience

Minimum Qualification and Experience required:

  • Bachelor's degree in health sciences with 7 years working experience or master's degree in public health with at least 5 years working experience
  • At least 3 years’ experience implementing and managing consistent portfolio or grants with experience in managing inter-agency consortiums is preferred and managing large teams
  • Familiarity with Global Fund and UN agencies requirements is preferred.

Technical Skills & Abilities:

  • Demonstrated ability to work effectively with many types of stakeholders, including the local Donors, officials from various levels of government, civil society and manage consortium and others;
  • Strong interpersonal communication skills
  • Strong experience in financial management, preferably with Global Fund or other grant programs similar in scope or size
  • Good knowledge and understanding of HR functions such as recruitment, employee employment/relations, performance management, employee engagement, learning and development, etc.
  • Thorough understanding of Burundi labor law and practices, especially contract management
  • Excellent oral and written English and French communication skills.
  • Strong organizational, facilitation, interpersonal and cross-cultural skills.
  • Strong administrative skills and has an eye for details.
  • Excellent inter-personnel relationship skills.
  • High level aptitude of integrity and confidentiality
  • Proficient knowledge of MS Office (Word, Excel, Access & PowerPoint)
  • Ability to maintain effective working relationships with staff and partners at all levels
  • Cross-cultural sensitivity, flexible worldview, emotional maturity.

  • Analyses and integrates diverse and complex quantitative and qualitative data from a wide range of sources.
  • Sets, develops and revises organizational strategy and develops clear visions for project implementation.
  • Actively nurtures good relationships with people across all organizational levels and boundaries, and with government leaders and stakeholders.
  • Identifies urgent and potentially difficult decisions and acts on them promptly; initiates and generates team- and department-wide activities.
  • Negotiates effectively by exploring a range of possibilities.
  • Computer Literate in Microsoft Office Packages

Working Environment / Conditions:

  • Work environment: Office-based
  • Domestic Travel: Regular internal travel to project areas is required.
  • International Travel: Periodic international travel will be required
  • On call: As required
