The Opportunity – Gaza HR Officer
Post location:This is a Gaza Field Office role; however, the duty station can be based in either Gaza or Ramallah (preferably Gaza).
Contract Duration and Level of Effort: until end of December 2026
ROLE PURPOSE:
The role holder will provide generalist HR support to the Gaza FO, including but not limited to, recruitment, onboarding, and compensation and benefits, across the full range of HR processes within the candidate and employee lifecycle and induction process.
They will also be responsible for continuously improving HR processes and systems in partnership with main office colleagues.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE:
Reports to: Gaza HR Coordinator
Staff reporting to this post: None.
Budget Responsibilities: None.
KEY AREAS OF ACCOUNTABILITY:
Key Area 1: Recruitment and Selection
- Draft/support vacancy announcement based on SCI formats for approved recruitment.
- Participate in the national recruitment and facilitate international recruitment process when needed.
- Collect and track Recruitment Planner forms as well as approvals.
- Organize interviews and Prescreening interviews.
- Participate/facilitate in the national staff interviews and ensure transparency in the process.
- Run background and reference checks and send regrets to unsuccessful candidates.
- Ensure the recruitment files are complete and updated on the master folder with every recruitment.
- Contract management of staff (including staff contracts, extension, amendments).
- Using a variety of methods, including internet data mining, cold calling, online databases, social media, internal databases, employee referrals, career fairs, and other relevant sources to find candidates that meet the target profiles for open and upcoming vacancies.
- Ensuring recruitment processes are in line with SCI regulations.
Key Area 2: General HR – Compensation & Benefits
- Following up on the timely submission of approved attendance sheets and timesheets to support the preparation and processing of payroll for casual workers and consultants, in coordination with the CO HR Team.
- Supporting the preparation, review, and reconciliation of payroll documentation related to casual workers and consultants to ensure accuracy and timely processing.
- Managing offline leave requests for casual workers, ensuring alignment with attendance sheets and timesheets, and maintaining proper documentation and filing on the designated master folder.
- Maintaining accurate and organized records of leave requests, attendance, and payroll-related documents for casual workers in line with HR procedures and documentation standards.
Key area 3: Onboarding and Off boarding
- Ensure all new employees are properly oriented on SCI policies and procedures, including HR policies, safeguarding, and workplace expectations.
- Deliver and coordinate HR induction sessions for new joiners and relevant staff, using SCI onboarding system (Passport to Success) and supporting structured induction plans.
- Send welcome packages and ensure completion of mandatory online trainings within the first 3 months, with regular follow-up, tracking, and quarterly reporting.
- Support onboarding and offboarding processes, including creation and update of trackers, induction attendance, and training records.
- Ensure complete and accurate documentation for all onboarding and offboarding processes, including signed forms, leave requests, exit interviews, and clearance documents.
- Manage the leaver process, ensure return of SCI property in coordination with Logistics, and conduct exit interviews where applicable.
- Maintain updated, compliant, and confidential personnel records in line with HR standards.
Key Area 4: Other
- Other projects as defined by the HRC.
- Be prepared to vary day to day activities and work pattern/hours in humanitarian response situations.
In order to be successful you will bring/have:
QUALIFICATIONS
- A Bachelor’s degree in Human Resource Management and or Business Administration or any other relevant degrees.
EXPERIENCE AND SKILLS
Essential
- Minimum 3 years of experience in Human Resources.
- Strong understanding and experience of the recruitment lifecycle.
- Experience of coordinating onboarding processes.
- Strong communication (written and spoken), and interpersonal skills in English and Arabic, with experience in working with multicultural teams across diverse cultures and geographical distances.
- Ability to build relationships quickly with a wide variety of people, both internally and externally.
- Demonstrated skills in planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
- Proven operational generalist experience of providing service to staff and colleagues across a full range of HR issues.
- Working knowledge with MS Office applications (i.e., Word, advanced Excel, Outlook, Teams) with high degree of proficiency and productivity.
- Good facilitation skills and ability to deliver induction briefing/training.
- Able to work to tight deadlines and under pressure.
- Able to work with minimum supervision, using tact and diplomacy.
- Understands the importance of confidentiality.
Desirable:
- HR experience in emergency response especially on heavy recruitment, emergency recruitment and onboarding.
- An understanding of direct and proactive sourcing methods would be an advantage.
